Like many tools, there are a few ways to get a shovel. The first way is the more traditional. Basically, you can just donate fish and bugs to Tom Nook until he calls his friend Blathers to build the museum. This will happen after you donate at least five fish and/or bugs. Then, when Blathers moves in he will give you the recipe for a flimsy shovel. But, if one of your residents spots you trying to get all of your creatures they may offer you an even better shovel.
