You can buy a net in Tom Nook's tent from Timmy. But there is another alternative .Once you visit Tom Nook in your plaza, he will offer you a DIY workshop. After this he will give you another recipe for a flimsy net.

Getting a net was a big achievement in New Horizons. Catching bugs is one of my favorite things to do on the island and they also are a great way to make money ;).
